The Public Affairs Department is responsible for the Palmdale Water District’s Public Relations, Marketing and Government/Community Relations efforts. The team works to ensure that pertinent District information is accurately disseminated to the media and the public in a timely manner; community water concerns are addressed appropriately; and the communication strategy is consistent and reflects the District’s strategic vision. The department also is tasked with producing and publishing the quarterly customer newsletter, and other marketing brochures and flyers. Other responsibilities include overseeing the District’s social media, marketing campaigns and website content. The department’s director serves as the Public Information Officer (PIO).
Judy Shay
Public Affairs Director
Public Affairs Director Judy Shay joined the Palmdale Water District in July 2017. Prior to PWD, she was the Marketing & Communications Manager for Northeast Valley Health Corporation, a nonprofit organization that provides care to medically underserved residents in the San Fernando and Santa Clarita valleys. Ms. Shay’s professional experience also includes nearly six years as the Public Relations Manager for the Los Angeles Zoo, where she led the public relations efforts on several high-profile events and multi-million dollar exhibit openings. She was a reporter for the Los Angeles Daily News and the Glendale News-Press for many years before transitioning to public relations. She also served as a researcher for a true crime book. A graduate of California State University, Fullerton, Ms. Shay has a Bachelor of Arts in Communication. She is a member of the national and Los Angeles chapters of the Public Relations Society of America (PRSA).
