The Administration Department manages the District through the Board of Directors, which sets policy, and the General Manager, who reports to the Board and manages the daily operation of the District. The attorneys and financial advisor positions, which answer to the Board and interact with staff through the General Manager, are also an integral part of the Administration Department. The positions of Assistant General Manager, Executive Assistant, Administrative Assistant, and Water and Energy Resources Manager also operate out of the Administration Department.
Dennis D. LaMoreaux
CEO/General Manager
Mr. LaMoreaux began employment with the Palmdale Water District in March, 1989 as the Assistant General Manager. He was promoted to General Manager in September, 1994 and served in that capacity until March, 2008. Working briefly for Rosamond Community Services District as Assistant General Manager and District Engineer, he returned to the Palmdale Water District as General Manager in January, 2010. As the General Manager, he is responsible for overseeing the District’s day-to-day operations and business functions according to the direction and policies established by the Board of Directors.
His previous employment includes private engineering consulting firms in California and Wyoming where he was involved in design and inspection of a variety of projects. He is a native of Ohio, graduated from the University of Wyoming in 1984 with a B.S. Degree in Civil Engineering, and is a licensed Civil Engineer in California.

Adam Ly,
COO/Assistant General Manager
Adam Ly joined Palmdale Water District as its Assistant General Manager in August 2018. He oversees PWD’s Information Technology, Operations, Engineering, and Facilities departments. The four departments have about 50 employees. He also is PWD’s second-in-command behind General Manager Dennis D. LaMoreaux.
Mr. Ly has 22 years of experience in both the public and private sectors of Southern California’s water industry. He has worked for Metropolitan Water District, the cities of Riverside, Pomona and Anaheim, and Liberty Utilities California, a Downey-based private utilities company.
As a double major, Mr. Ly received his Bachelor of Science degrees in Chemical Engineering and Chemistry from the California State Polytechnic University, Pomona, where he later obtained his Master of Business Administration. He is licensed by the state of California as a civil engineer and has the highest level of water certifications, Water Treatment T5 and Water Distribution D 5. In addition, he has a Water Quality Analyst Level 4 certification from the American Water Works Association, which is the largest organization of water supply professionals in the world.
